Yeah, they set up a spectrum from Hoskins (yes) to Walker (supposedly hesitant but not really) to Sam (definitely not). But the real "no" pole is Zemo's "No and destroy it all" where Sam seems to turn it down more out of modesty, like someone else might be worthy.

Yep I mean it's not actually a philosophical contradiction that Zemo has no stated objection to things like the Inhumans of Afterlife, or whatever His opposition to super-soldiers is MUCH more rooted in an distaste for eugenics, hence his "obsession with HYDRA" Designer babies
