I don't think he decapitated him. But it definitely crossed a line. The guy was subdued by the time Walker began beating him to death. Which Walker as an elite special ops soldier would recognize. He definitely knows what an opponent capable of fighting back looks like.

Oh the decapitation implication was very strong They don't show us the dead dude's upper body at all afterwards and he was clearly lining up his strike for that spot

And, like, keeps hitting again and again - long after he was clearly dead - until suddenly he's "done" and relents and everyone around him is suppressing a strong reaction
