I though we saw the body with heads still attached. But after doublechecking the clip the angle does partially obscure his neck and up. Walker was hitting the body most of the time, but you're right that he does pause towards the end and could be lining up the final blow.

I just watched that sequence again and there's a lot of focus on the man's upper torso. I wish I could scroll precisely enough to take a screenshot, but there's a lot of fast cuts in there. Every time they flash to him it's zooming closer on his head.
