It's like, Steve gave it to Sam, the shield belongs to Sam He didn't mean to give it up unconditionally to the government but he didn't get it in writing or anything that "This is just for the museum" because he did not consider they would have the fucking audacity

Steve was very old at the end of Endgame but it's still officially a mystery whether he's still alive and if so where he went (it's implied Sam knows but won't tell anyone) I would love it if Captain Marvel 2 confirmed he did, in fact, travel to a secret base on the Moon

You can only exchange transmissions with the Moon when it's above the horizon so it's nothing for a few days and then it all starts coming in at once
