I'd say it's more ridiculous, because a lot of people have PhDs so if you want to imply that Bruce is super-smart, it seems obvious to give him multiple ones. But there have only been a few thousand MoH recipients ever, so just having one is more than sufficiently impressive.

I don't remember if they said what the medal specifically was but since Tony isn't in the military it can't be the Medal of Honor Since he and Rhodey are getting the same medal, and it's presented by a Senator and not the President, it's probably the Congressional Gold Medal

The Presidential Medal of Freedom and the Congressional Gold Medal are technically equal in rank as the nation's highest civilian awards But in practice since the former is ultimately decided by one person and Congress has to vote on the latter, the latter is harder to get
