Also he's not really a threat anymore is he? He was going to kill himself after Civil War and was stopped. He wasn't being evil for the sake of being evil, he doesn't have an evil goal anymore. He's definitely done evil things but what would he do that's bad if he were cut loose?

Moviebob talked about this a bit in one of his Avengers reviews, but it's a really clever trick how they made the main bad guy for each of the team-ups someone who doesn't want the Avengers to happen. Zemo just...really hates the Avengers, and plans for their bullshit accordingly

The thing about Zemo is that he absolutely COULD be the punchfist hands-on vill, if he wanted. He was a Covert-Ops leader after all. He just is smart enough to know how little that means against the Avengers and the like, and what means to use their own strength against them.
