It is this kind of whole meta awareness thing that it's a running gag that the heroes have such a hard time keeping an eye on Zemo and stopping him from wandering off, precisely because he isn't a physically threatening ultra-punch kind of villain

i mean it's not irrelevant that the dora milaje intend to extradite zemo to wakanda and walker wants to bring him back to the un superjail or whatever which again reveals walker's flaws, his inability to get beyond that "america ie me is in charge and that's Normal"
