Like when they're Avenging they have access to a nearly bottomless expense account but they don't get an actual paycheck Sounds like a great deal until you have to apply for a mortgage

I'm kinda unsure if Sam is actually poor or just struggling with his sister's desire to get rid of the boat, though? He certainly never seems to have any issues paying for anything, and he's got EXTREMELY expensive, high-maintenance kit. His wings must go through money like water

Yeah he's not poor but he's not rich enough to just pay off her mortgage -- or, even if she's too stubborn to take charity, to pay off his half of it (the title on the boat and the house are half his) and be free and clear of the debt, which she can't stop him from doing

Like the reason a lot of her anger at him for "butting in" is just bluster and she does cave in the end is that he's right, legally she has put him in debt without his consent by taking out a mortgage on the boat and house, which was left to both of them by their parents

I mean it's hard to target government programs without a census. Which even in optimal circumstances takes at least a couple of months. So the GRC holding the supplies for a while before distributing them isn't even necessarily malevolent.
