I really try not to nitpick MCU shit for "realism" or "bad decisions" but why oh why would someone going on a high-stakes secret mission where you have to disguise yourself as someone else not just turn off their phone

I guess if you're tied to the joke, at least set it up with a prior scene where Bucky and Zemo tell him *not* to take his phone. Then he takes it anyway because he's inexperienced, and cut to them furiously eye-rolling or glaring at him when it rings. Fully commit to the bit.

Maybe set it up with him frequently calling his sister to make sure she isn't doing the thing he doesn't want her doing, and arguing about how he's never there, give him a reason to be agonized about rejecting the call.
