I really try not to nitpick MCU shit for "realism" or "bad decisions" but why oh why would someone going on a high-stakes secret mission where you have to disguise yourself as someone else not just turn off their phone

Zemo should know the basic rule that a disguise is as much about what's in your pockets as what you're wearing on the outside, yes He should've directly told Sam "And this is the Tiger's wallet and this is the Tiger's burner phone"

Yeah, pretty sure Bucky's credentials are all they needed here. And Sam is famous enough that some random banker recognised him out of costume too. They're sure betting a lot on people thinking they recognise him but then jumping to the wrong conclusion about where from.
