I really try not to nitpick MCU shit for "realism" or "bad decisions" but why oh why would someone going on a high-stakes secret mission where you have to disguise yourself as someone else not just turn off their phone

OK but writing Sam out of the scene would have been dumb, the whole point of the show is Let's Watch Bucky and Sam Do Things

I kind of agree, the show IS better when they're together. But if the answer to "we can't write him out of the scene, that would be dumb" is "let's write him into the scene in a way that's equally dumb", that's just as bad. Just write a better reason for why he needs to be there.
