If you see the word "samurai" as plural then it's the whole movement Watanabe leads that's "the last samurai" But he's not actually the only one among them who holds the rank so he's not the last samurai, singular

Tom Cruise is in fact the last survivor of Watanabe's inner circle after the tragic final battle So if there is a last samurai, singular, in the movie then it can't really be anyone other than him, although obviously it can only apply to him in a metaphorical sense
