Is it currently illegal to record lectures without a professors consent? Why do they care more about this that people doing it as a disability accomodation?

My understanding is that Florida is a 2-party consent state, but that there are precedents that this is legal. Lectures are considered IP, so there are restrictions on distribution. As someone who leads discussion more than lectures, I'd be concerned about students' privacy.
