      The in-universe explanation is that the Super Soldier formula was very complex, and after Erskine's death nobody was able to replicate his work. Hydra and, apparently, the Russians got approximations of the forumula, but they left the subjects psychologically damaged somehow.

      It does seem really funny that they could have just got a fanatical volunteer (or a dozen) who believed in their ideology and they wouldn't have to brainwash to test the serum on, but instead, they used a random American POW? Like. Poor planning. Just saying.

      It makes sense if the idea was to screw with Cap, but Cap was presumed dead most of that time. I assume they just got a kick out of doing it to their arch enemy’s friend and they probably wanted to test their mind control tech out.

      The current Winter Soldier MCU plot is the most recent riff on this long, ridiculous series of retcons to try to deal with the goofiness of the original Captain America in the comics having a kid sidekick (a concept Marvel would later disavow as a corny DC thing)

      I mean for most of the history of Captain America the gritty reboot thing was about how Cap survived in the ice all those years but Bucky was dead And if you ever wanted to make him feel bad you just had to remind him about how he got some dumb teenager horribly killed

          For decades the running gag was that the only Marvel characters who could never be resurrected were Bucky and Uncle Ben, because they were part of the established tragic backstory of flagship characters
