I wouldn't be surprised if President Ellis himself faced major backlash at the Sovokia Accords dividing the Avengers in 2016. It lead to awful poll numbers & him announcing he wouldn't seek reelection. And with his VP being arrested back Iron Man 3, that opened Hillary v Trump.

Question is if Trump & Pence were snapped during the events of Infinity War, thus putting the Speaker of the House in charge. By the time of Endgame, possibly someone else is in the highest office, unless they say Biden also somehow ran & won too.
