I mean, she's a mutant in the comics, but in the MCU, mutants don't exist. So the whole thing hits different.
He's in India, it's still basically a sequel to the ending of Incredible Hulk, it just doesn't feel that way because it's a new actor His nemesis Ross comes back, still played by William Hurt, in Civil War (and Infinity War/Endgame)

I'm pretty sure if you asked Kevin Feige he'd say Incredible Hulk is in fact canon, it's just that fans have a hard time seeing it as such because of Ed Norton playing Bruce and the rights issues meaning they never directly followed up on the sequel hook
