I was about to make a metaphor and call it "culture's 'technical debt'" before remembering that we only use the term "technical debt" but we shouldn't use "debt" as the analogy but household chores. So, yes. That's a long-winded way of saying "I agree".

Technical debt has a very specific contextual meaning used to explain bad ideas to bottom line management types. So same deal here, kind of.
