I do remember this passage about how poison ivy would be this perfect plant to use as ground cover - it grows quickly in poor soil, it doesn't spread and choke out other plants, it's such a beautiful vivid green - if not for its one overwhelming namesake trait

It kind of seems like that should be a pretty easy to engineer out trait in the plant. If I can make corn plants produce BT toxin, surely I should be able to make poison ivy plants not produce urushiol.

I think the point of that passage was the writer trying to imagine a world where poison ivy had never been poisonous and how gardeners would react to it then No one is going to put the effort to make poison ivy into a harmless decorative plant in our world
