I could barely accept that he went out there with a rifle because for whatever reason it was the only one he could get his hands on but the absurd degree to which he set everything up to make himself look like a sniper makes no sense and is a really obnoxious fakeout

The correct way to do this plot twist would be to reveal he intended to announce himself as a sniper through a megaphone or something but the rifle isn't actually loaded, or is loaded with blanks, and his plan was to terrify everyone before committing suicide by cop
