A doesn't necessarily lead to B. God's power existing as miraculous exceptions doesn't imply that no baseline rules exist. More to the point, it's not a scientific mechanism of "The false grail emits death-otrons" or something, it's the ritual *act of drinking from the Grail*

Without the concrete intent to drink from the Grail and achieve renewed life, mated with the arrogance of the choice of the false cup, it presumably has no power because the ritual isn't being performed.
