I mean, in-universe, the swerve in direction for the Squad is obviously because the first incarnation of Task Force X was a massive fiasco that Waller had to kill her own staff to cover up Because she made the obvious mistake of picking villains who were too powerful

So the new plan is one that's far more logical for this basic concept of something called the Suicide Squad Quantity over quality Just pile on all the throwaway villains of the week the Justice League put away before the opening credits of the episode

My headcanon is Pete Davidson's character (Blackguard) doesn't even have any special powers or abilities He's just literally Pete Davidson if his comedy career failed and he tried to turn to a life of crime
