Permaculture is usually a response to a situation that's already fundamentally wasteful, like people having big yards in detached housing, and being like "Well a vegetable garden is a more efficient use of that land than a lawn" Which is true so far as it goes

It doesn't mean that everyone having a house and a garden is actually an efficient use of space, though, or that the gardens actually do anything significant to reduce the need for factory farms on the large scale
