Yeah, certainly not in the US. The basic elements of defamation under US law are that someone has a) made a false statement of fact b) to a third party (directly or via publishing it) c) that injures someone's reputation d) and was acting negligently or with malice

I went into a deep dive about this once because of people recklessly throwing words like "libel" around and it is in fact established precedent that one lawyer saying about another lawyer "He's a shitty lawyer who should never be hired" is not libel

Sure, the plaintiff had an argument that this could be seen as implying special knowledge of objective failure to uphold defined professional standards on his part But the judge ruled that this statement doesn't clearly enough imply that to be libelous

Making that "libel" is shutting off one of the most basic ways people talk negatively about each other and have done since time immemorial, it's an outright tyrannical assault on the idea people are allowed to be unpopular or have bad reputations
