Sounds to me that there's a good chance this is true, the people in question are being completely rational, and it's a problem with the world and not with them or video games

Yep. But I doubt that's the actual reason for the birth rate decrease. Birth rates plummet when 1) women have economic freedom (they can financially support themselves and leave home w/o marriage) 2) they have reproductive health access (even if JUST birth control)

This seems like a specific case of "If we have X then no one will work" ("X" usually being something like UBI or health care that reduces the coercive reasons for employment) and I think, "Well, then maybe we need jobs that look good next to something other than utter privation."
