Even that is probably too specific. It's blatantly illegal to put people in detention if it's not part of a criminal process. What they would probably have to do is make using powers illegal. Then wait to catch her doing that. Then jail her pending trial.

(Like when I went through training as an actual licensed security guard they told us very firmly that there was a comprehensive companywide policy against citizen's arrests due to liability and insurance and even if yours was upheld in court you'd still be summarily fired)
