Yea...but, given she had an official status as a semi-permenent resident it's probably very illegal. Besides under the 14th noncitizens are still entitled to due process. Although, my understanding is how much of US law applies to noncitizens a big point of contention in conlaw.

But, well, lots of people really really don't like her and are afraid of what she represents and she's got some heinous shit on her rap sheet - the Hulk's rampage on Johannesburg in Age of Ultron is 100% her fault, no input from Ultron Charges would be pretty easy to trump up

I mean she's objectively a terrorist. Irl, whatever deal she would have signed for amnesty when she became an Avenger probably wouldn't have covered all of her crimes. That way if she got on the wrong side of the government they could detain her without too much trouble.

I mean I definitely watch Civil War and thought that Iron Man's side had a point. Although, the accords as written are blatantly unconstitutional so I'd probably nominally be in court advocating Caps side. (I guess in this hypothetical I've completed law school already.)
