Well the only sentient AIs that have ever existed in the MCU are Ultron, Vision, and that HYDRA guy who put his brain in a computer, right? Ultron died quickly and the HYDRA guy was kept secret. So Vision is the only one where these issues would pop up.

And if you only have one robot guy then it probably just makes more sense to decide things on an ad-hoc basis for him instead of reshaping how laws work to account for a whole class of artificially intelligent machines.
