Gradually vaccinating the entire world going by risk factor until the whole world becomes virus-free at once would be the "fairest" solution if the virus were this abstract threat that the vaccine magically fully stops

Exactly, yes! If you just vaccinate "high-risk" populations all you've REALLY done is ensured that there's a seething Petri dish of mutation and infection, while simultaneously keeping all the penalties of existing lockdown measures to economic welfare and community mental health
