If you're worried about people being pressured into transition by their parents or their peers or whatever surely someone who's HOMELESS would be the least likely to be experiencing any such pressures right

But of course you get to argue in whatever direction is convenient for you for the situation at hand Suddenly now the narrative is "the government is plucking kids off the street to make them trans for evil experiments"

Trans people are more likely to be homeless, in poverty, and are more likely to have to resort to sex work for survival. Having competent health care through puberty would help them 1) pass better later (which shouldn't be the goal but helps for employment sadly)

And 2) it helps prevent extra (expensive) surgery later on.
