I know this is how NASA started, but it isn't motivated nearly as much now by owning other countries. The perseverance rover is an example: I think four of the instruments were contributed by other nations. The only country NASA is 100% not allowed to work with is China.

NASA technology has probably saved millions of lives worldwide through weather forecasts alone. Is it perfect? Absolutely not. But I'd much rather this research is done by an agency like NASA that actively tries to share knowledge than DOD which does the opposite.
