The NEA is basically a very esoteric and wasteful substitute for UBI which is pretty much the most fundamental endowment most artists in this country need

If you call it that you immediately generate a -- I think, very justifiable -- response from everyone else who wants a UBI that they don't see why they shouldn't get one for just *not* making art, especially if the art that gets made isn't very popular

I'm kind of reminded how the Free Drones in the SMAC expansion have an Achilles heel where they take a penalty to Research, because they're biased against any scientific work that doesn't provide immediate value to the community

Every citizen in their society *has to* do a certain amount of "productive labor" per day that goes directly toward feeding people and keeping the lights on Anything else -- art, science, entertainment, etc. -- is done in "free time" and not "work"
