Sony spent quite a bit more money in less time developing the PS5 than the Perseverance project will take And the asking price for a PS5 is substantially more than 1/3 of the world's population makes in a year (the global poverty line is $370/yr or "a dollar a day")

If you throw some artist a $50k check so he can dip crucifixes in jars of urine and take photos for a year that is not, in actual serious federal budget terms, any amount of money at all But shit obviously there are people who will be like "Why can't *I* get that $50k"
-
"Why couldn't you take that $50k and buy a bunch of kids lunch for a day" "Well... the funding streams for those two things aren't even connected" "Why the fuck should I care about that" Etc etc

The NEA is basically a very esoteric and wasteful substitute for UBI which is pretty much the most fundamental endowment most artists in this country need

That said, I could see an argument for a program whose mission is to acquire each and every crucifix on the planet and immerse it in a giant ocean of urine
