You see examples of this in the news every day It doesn't make for an entertaining origin story though - the point of these stories is these people's lives AREN'T interesting and that's why they act out

In the actual direct-to-video sequel to 101 Dalmatians it shows Cruella starting her car and hearing the song on the radio and smashing the radio in a rage Although, you know, this is after Roger and Anita got her arrested and sent to prison
