It sure seems like you're confused. Your argument is that paying people to get reversible birth control -> forced sterilization. By that logic offering any free birth control -> forced sterilization as well.

Because that's the thing: this "voluntary eugenics" is never a bunch of people getting together and saying, "therefore, I won't have kids." It's a bunch of people getting together and saying "Other people are having kids and I don't think they should, how do I make them stop"

Generally they flip out because they perceive the people who make a "rational" decision not to have their own kids as "high IQ" and the ones who make the "irrational" decision to have kids as "low IQ" It's "dysgenic" (an even bigger red flag word than "eugenics")
