I'm really not sure that's correct. Germany was a deeply conservative, authoritarian and imperialist country until the end of WW1, when social democracy was basically imposed on them. Nazism was in effect a snap back to the pre-1918 world with added conspiracy theories and horror
It was a failure of liberalism but not because of flaws in liberalism, but because most of the conservative institutions in society and the mob of ex-WW1 soldiers never supported it. The breakdown came because of paramilitary force and sleazy backroom deals between aristocrats
