There's no evidence for (and quite a lot of anecdotal evidence against) "innate" (that is, universal and intrinsic to being a human person) "human desires" for either pair-bonding or reproduction.

If someone doesn't have food, their rights are being violated. All humans have a right to food because it's a basic need. If someone doesn't have a pair-bond and wants one, that's tough, but it's not a human rights violation.
