Yes, chess as we play it now started as a "wacky chess variant" explicitly intended to "shake things up and get the game moving faster" It was called "Mad Queen Chess"

In elementary school the other kids thought I was cheating when I tried to castle. They didn't believe me that it was an actual rule.

It's conceivable that the castling rule could be removed. Former world champ vladimir kramnik has suggested that no-castling chess be played as castling makes things too safe.
