a lot of the discourse over wins in say gender markers on government id misses that the government having a list of people who are gender non-conforming/trans is not something that is inherently good or even desirable

yes, but I would argue that the vast majority of this specific discourse is dominated by the language of 'x' markers or the ability to freely change gender marking without medicalised "proof" rather than the disposal of gender markings, even if there are groups pushing for it

Today's Germany has no gender marker on passports. And despite having an outdated and cruel gender recognition act, they included a prohibition of disclosure clause in that law, for obv. reasons.
