Good thing Americans never leave America or else that might lead to Americans also dying from carelessness. Or maybe even the GOP might say sacrificing Americans was okay as long as America was benefiting somehow. Then he'd have to confront his own biases! /s

Well, he was a neocon who believed very strongly in America maintaining an ability to "project force globally", specifically such that there would be no place in the world an American citizen wouldn't have all the rights of an American citizen no matter where they live
