So something I'm going to mention. D&D orcs are coded as PoC Savages because D&D was written by a very conservative racist guy deliberately trying to mimic the (very racist) clash-of-civilization-vs-barbarism dynamic of Conan. Tolkien orcs are *abberrations* in D&D terms.
The ones in Moria are led by a Balrog but this isn't general knowledge and is instead a huge shock when it's discovered Mostly they're just led by chieftains like the Great Goblin in The Hobbit

Tolkein apparently felt the Great Goblin may have been a Maiar in disguise, fwiw. But it's also worth noting that, again, the goblins of the Misty Mountains are always conceived of as Folk. People. They're not a free-range subhuman target, evil though they are.
