So like veterans giving and returning a salute outside of an actual military context - when one or both people are out of uniform - is *allowed*, because it's a free country etc, but you're actually not supposed to do it

Huh. I knew that in general military people, even current active-duty, don't give or receive salutes when out-of-uniform. I didn't realize that the president returning the salutes that he (uniquely) gets despite not wearing a uniform was new/controversial.
