So like veterans giving and returning a salute outside of an actual military context - when one or both people are out of uniform - is *allowed*, because it's a free country etc, but you're actually not supposed to do it

In any case, this is moot, because Biden was in fact not the President yet when this video was taken, which is why the Marines don't salute him

I've heard more than once from military members that, as the President is a civilian, he should *not* in general be saluted, despite his commander-in-chief status.

I can't remember if I ever even saluted COs when they were in street clothes.

I've been told that doing so is an actual major faux pas, like as a practical matter out in the civilian world it means you're blowing up their spot and drawing attention etc. they may not want Like the rule you don't salute officers in actual combat zones, but sort of reversed
