I guarantee you that some baby ensign has bumped into Picard in the mess and asked him where they can get a cool jacket like that To which he would ask the ensign if he goes on away teams very often, and when the ensign says he doesn't, Picard curtly says he doesn't need it then

The whole idea was that people brought up how unrealistic it was that the actual captain of the ship kept going out on adventures all the time, so in TNG they decided to try to make it more realistic by having the XO be the actual protagonist and the captain a stern mentor
