Why do I get the feeling Matt here doesn't understand part of why it was so fast was that gov money removed all risk. Normally companies don't want to move immediately to the next phase without reviewing the data. Trials are expensive and if the data they halt development.

Also really important here is that companies could run the different phases concurrently and that recruitment of participants was rapid. These kinds of things just don't happen without an emergency.
