I would be tempted to say that this is because people think those victims somehow have more control of their situation, some sort of escape, that others do not. Except that that flies far too close for comfort with excusing the awful behavior and I don't want to do that at all.

The reality is that being a victim just sucks. Harassment, stalking, creepy creeping creeps, taken advantage of. It all /sucks/ and what sucks so much in addition is how your life becomes getting out of that.
