I wasn’t going to dignify this “question” with an answer but I think I should go on record. Of course children should not have to get the parents’ permission to have an abortion. And any kind of child abuse is obviously not the goal of children’s lack of autonomy.

The question of whether or not they are competent to make their own medical decisions is a separate question of whether a crime occurred (you're apparently skipping several steps in between here, like assuming the rapist is the child's father and she's being taken away by CPS)
