However, this is not a big deal Back when digraph ligatures were common in English, scribes would use them whenever it was convenient for the sake of writing, and which ones have survived as "correct" ligatures and which ones haven't is a matter of historical accident
I.e. an Old English scribe would not have spelled "fey" "fae" because that's a Middle English spelling from French But if he did write the word, he would likely have written it "fæ"
