I don't think Marely or Scrooge were good businessmen. I think they were cheap and greedy and had enough capital to leverage those qualities in order to stay afloat. I don't see how they created wealth or opportunities for others. Fezziwig at least was a job creator.

By default if he has no heirs it escheats to the state It would be weird to make a will just for the purpose of disinheriting Fred to give all his money to the government, but he's the type who might do it

And Fred is by no means living it up like a dilettante. Its just that Fred and Clara don't see any point in depriving themselves of basic comforts (good food, sufficient heat, occasionally entertaining friends) to save a few pennies.

I think it's specifically that Fred is in debt/doesn't mind going into debt, which drives Scrooge up the wall (and was as frequent a topic of moralizing in Victorian times as it is among personal finance columnists today)
