Is it REALLY normal like my dad thinks it is to have a smoke alarm in every room in the house, powered by battery, that wakes everyone up after midnight at random and you can't even tell what room it is? Is that really best safety practice?

I imagine some states have more strict requirements than others somehow, but yes, you want one in just about every room, as annoying as that can be. You could just mark on a calendar to replace batteries in all of them every six months.
