Well, Dickens' book is very short and skips over almost all of Scrooge's actual backstory to just give us his fiancée's brief rundown of it in their argument Later adapters had the chance to try to really dig into what Scrooge meant by that quote

Dickens, too, being a product of that pre-Victorian system, right? He was righteously indignant about the state of the majority, and cataloged then in his stories, but he didn't go that extra step... Some marks for at least noticing, i guess.

Karl Marx and Friedrich Engels were writing in Dickens's time and Abraham Lincoln even said "Labor is the superior of capital, and deserves much the higher consideration," so Dickens was just a status quo warrior.
